Indonesia to make PT PAL holding company for state-owned shipyards

Jakarta (ANTARA) – Indonesia is preparing state-owned shipbuilder PT PAL Indonesia to become a holding company for government-owned shipyards, a move aimed at consolidating the national maritime industry and strengthening capacity across naval, commercial and offshore vessel production.Chief Executive Officer Kaharuddin Djenod said that studies on the proposed holding structure are underway at Danantara. The body oversees consolidation of strategic state-owned enterprises and sets governance frameworks and timelines.“Danantara is consolidating the state-owned shipbuilding industry and has instructed PT PAL to act as the parent,” Kaharuddin said after a maritime industry forum in Jakarta on Thursday, adding details remain under review internally further.He said the consolidation review has been underway since last year and involves four state-owned shipyards: PT PAL Indonesia, PT Dok & Perkapalan Kodja Bahari, PT Dok & Perkapalan Surabaya, and PT Industri Kapal Indonesia.Despite the planned consolidation, Kaharuddin said private shipyards will continue to play a critical role in Indonesia’s maritime industry, which relies heavily on non-state builders for capacity and innovation across commercial and defense segments.“We will move in parallel,” he said, adding that “alongside state-owned yards, Indonesia still needs private shipbuilders, and they account for the majority of national shipbuilding activity, supporting competition, technology transfer and regional employment.”Earlier, at a parliamentary hearing in Jakarta on Wednesday, Danantara Chief Operating Officer Dony Oskaria said PT PAL would serve as the anchor company for the national shipbuilding industry under government oversight rules.He said maritime projects, particularly vessel construction for state-owned companies, will be required to be channeled through PT PAL as part of efforts to build scale and capability and reduce duplication across yards.According to Oskaria, the policy is intended to strengthen the domestic shipbuilding industry and improve efficiency by centralizing procurement, engineering and project management within a national champion while supporting export ambitions and fleet renewal.As a result, state-owned shipping firms including Pertamina International Shipping, Pelni and ferry operator ASDP will be required to build new vessels through PT PAL Indonesia under the revised coordination framework approved by authorities.
