Sumatra post-disaster management reaches permanent recovery phase

Jakarta (ANTARA) – Indonesia has entered the permanent recovery phase following late-2025 floods and landslides in Aceh, North Sumatra and West Sumatra, with rehabilitation and reconstruction programs scheduled through 2028, a government task force said on Thursday.The Sumatra Post-Disaster Rehabilitation and Reconstruction Acceleration Task Force said the recovery phase would be implemented gradually under a long-term reconstruction plan covering affected regions.Task force chairman Muhammad Tito Karnavian said post-disaster management consists of three stages: emergency response, transition and permanent recovery.He said the emergency response phase, launched immediately after the disasters, was handled through coordination among the central government, regional administrations and multiple ministries and state agencies.“Under the president’s direct command, ministries, agencies and local governments mobilized quickly, and the situation was managed quite effectively,” Karnavian said after a coordination meeting with parliament in Jakarta early this week.Karnavian said cross-sector coordination had intensified since the task force was established on Jan. 8 to oversee the transition toward long-term recovery.Most disrupted public services have resumed, including local government administration, electricity supplies, fuel distribution, internet connectivity and healthcare operations, he said.National road access in affected areas has been fully restored, while damaged national bridges have resumed operations through permanent reconstruction or temporary replacement structures.Recovery progress has also been recorded in education services and housing support for displaced residents.Of around 4,922 affected schools, most have resumed classes in repaired buildings. A smaller number still operate in tents, temporary classrooms or shared facilities, particularly in relocation areas.The number of evacuees living in temporary tents has continued to decline as reconstruction efforts advance, according to the task force.Based on those developments, the government has shifted its priority toward permanent recovery under a comprehensive post-disaster rehabilitation and reconstruction master plan.The 2026-2028 master plan covers 11,512 cross-sector programs, including construction of river infrastructure, roads, bridges, schools and permanent housing.Karnavian said the first year of implementation would focus on restoring basic infrastructure and accelerating permanent housing construction to reduce the time displaced residents spend in temporary shelters.
