Indonesia overhauls social aid data after targeting review

Jakarta (ANTARA) – The Indonesian government has pledged a comprehensive overhaul of its social assistance beneficiary database following findings by the National Economic Council (DEN) indicating that a substantial portion of aid may have been mistargeted.Social Affairs Minister Saifullah Yusuf said on Sunday that the findings were among the main reasons behind the government's decision to consolidate beneficiary data under the National Socio-Economic Single Data (DTSEN) system to improve the accuracy of social assistance distribution.”What touched me most about President Prabowo (Subianto) was his call on us, especially me, to begin this work with honest data. Let's acknowledge the data as it is, be honest and transparent, and then improve it,” Saiful said during the 2026 National Elders Day commemoration in Kupang, East Nusa Tenggara.He said one of the issues highlighted by DEN involved the Family Hope Program (PKH). In 2025, around 45 percent of beneficiaries were either mistargeted or no longer eligible to receive assistance.”Around 45 percent of PKH recipients are suspected of no longer meeting the criteria as beneficiaries,” he noted.Saiful said the ministry believes the issue stemmed from challenges related to data validity at the central level rather than negligence on the part of PKH facilitators working in the field.To address longstanding data management issues, he said President Prabowo had assigned Statistics Indonesia to manage DTSEN, supported by regular data updates from the Ministry of Social Affairs and regional governments.Saiful expressed optimism that cross-sector collaboration in updating DTSEN, involving neighborhood units, villages, and government institutions at all levels, would improve the accuracy of aid distribution.He said a similar approach had been applied to improve the targeting of health insurance assistance for elderly beneficiaries in East Nusa Tenggara.According to Statistics Indonesia, 91.11 percent of 379,592 elderly residents in East Nusa Tenggara classified as poor or belonging to deciles 1–4 of DTSEN have been registered as beneficiaries of the National Health Insurance Contribution Assistance (PBI JKN) scheme.
