Govt outlines strategy to expand digital infrastructure

Jakarta (ANTARA) – The Communication and Digital Ministry has outlined its strategy to expand digital infrastructure by 2029 by advancing fiberization and adopting open access principles.”The first priority is fiberization. This is important because fiber optic networks are key to sustainable services, both fixed and mobile broadband, especially for 5G backhaul,” the ministry’s director of digital infrastructure acceleration, Mulyadi, said on Thursday.Fiber optic coverage per sub-district is projected to reach 90 percent by 2029, up from 72.5 percent in 2025.This expansion is expected to boost fixed broadband penetration from 20.83 percent in 2025 to 50 percent by 2029.Fiberization is also expected to increase fixed broadband speeds to 100 Mbps by 2029, from 32.1 Mbps in 2025.The second strategy focuses on structuring both passive and active digital infrastructure, including integrated utility networks (SJUT), shared poles, and other supporting facilities.Mulyadi highlighted the role of the Association of Telecommunication Network Providers (APJATEL) in managing shared infrastructure to improve cost transparency and foster healthier industry competition.The government is also working to harmonize regional regulations to align local infrastructure development with national targets.In addition, the ministry is promoting open access principles, which are expected to broaden connectivity access.Open access refers to a system that separates physical network infrastructure from service providers, allowing more providers to utilize the same infrastructure to expand services.”By encouraging fair, transparent, and non-discriminatory access to passive infrastructure, we can reduce costs and improve competition,” Mulyadi said.
