Indonesia’s FLPP Housing Financing Hits Record High in 2025

Jakarta (ANTARA) – The Indonesia Public Housing Savings Management Agency (BP Tapera) announced that the distribution of the Housing Financing Liquidity Facility (FLPP) in 2025 reached its highest level since the program’s inception in 2010.BP Tapera Commissioner Heru Pudyo Nugroho attributed the record achievement to continuous guidance from the Minister of Housing and Settlement Areas (PKP), Maruarar Sirait. “We thank the Minister of Housing for his continued support and guidance, which have helped us achieve remarkable acceleration in our progress. This reflects the government’s strong commitment to reaching the target of 3 million homes for the Indonesian people,” Nugroho said in Jakarta on Tuesday.As of December 22, 2025, FLPP fund distribution reached 270,985 housing units, valued at Rp33.66 trillion.The financing was channeled through 39 participating banks, supporting 8,058 developers across 13,118 projects in 33 provinces.Bank BTN recorded the highest distribution with 128,608 units, followed by BTN Syariah with 59,463 units.Other major contributors included Bank BRI (31,645 units), Bank BNI (14,179 units), Bank Mandiri (10,591 units), and Bank Syariah Indonesia (4,062 units). Regional banks also played a role, Bank BJB with 3,915 units, BJB Syariah with 2,660 units, Bank Sumsel Babel with 2,430 units, and Bank Sumsel Babel Syariah with 1,695 units.“I hope this performance can be maintained and further improved to meet 2026 targets,” Nugroho added.Launched in 2010, the FLPP program serves as a state instrument to broaden homeownership for low-income households.Under the scheme, borrowers benefit from a fixed 5 percent interest rate, inclusive insurance premiums, a maximum 20-year tenor, down payments as low as 1 percent, and value-added tax (VAT) exemption.
