Jakarta (ANTARA) – Industry Minister Agus Gumiwang Kartasasmita said the Industrial Estates Bill is being prepared to strengthen the role of industrial estates while eliminating various obstacles that have hampered investment realization.”The Ministry of Industry has completed the Industrial Estates Bill draft, which is currently being deliberated with the House of Representatives (DPR),” Kartasasmita said while opening the National Working Meeting of the Industrial Estate Association (HKI) here on Thursday.According to him, the bill has two primary goals. First, it aims to redefine industrial estates as ecosystem operators with clear authority, rather than simple land managers. Second, it seeks to accelerate estate development and expansion by eliminating business obstacles.”In other words, this bill represents the state's effort to shorten the gap between investment commitments and production,” he remarked.He said deliberations on the bill are still ongoing at the DPR, giving industrial estate stakeholders the opportunity to provide input on its substance.The government intends to formulate the Industrial Estates Bill as a regulation capable of addressing long-term challenges in industrial estate development, rather than focusing only on the next five years.He added that the experiences of industrial estate operators regarding challenges and best practices in the field are valuable input that the government cannot obtain from other sources.He expressed hope that the HKI National Working Meeting would produce concrete recommendations to help refine the Industrial Estates Bill.Meanwhile, HKI Chairman Akhmad Ma'ruf Maulana said the bill is needed to improve the competitiveness of Indonesia's industrial estates, which he believes still lag behind those in Vietnam, Malaysia, and Thailand.According to him, one of the main challenges is the lack of synchronization in licensing bureaucracy between the central and regional governments.”We need the Industrial Estates Bill to make investment easier. There are still many obstacles at present,” he said.
